Abstract

The problem of the uncompensated motor-accident victim has long been recognized as one of the most acute in automobile insurance. Numerous plans for dealing with this problem have been proposed such as compulsory liability insurance, unsatisfied judgment fund and assigned risk plans, and financial, safety, and security responsibility laws. Recently, Albert A. Ehrenzweig, Professor of Law at the University of California, Berkeley, offered a plan which would unite reform concepts in insurance and in tort law to achieve a substantial remedy to the problems raised by the vast numbers of uncompensated victims of automobile accidents.
