Abstract

This paper outlines a fairly simple analytical framework to estimate the economic impacts (direct, first-round and subsequent indirect) of expenditure and employment by a military installation (or base) on its host community, and also discusses a number of other useful impact measures. Typically the preferred method to estimate the economic impacts is to use an input-output (I-O) model, but frequently the required data at the host community level are not available. The model makes use of more readily available data, and it is indicated that this simpler approach captures much of the total impacts and thus a complex model, requiring considerably more time and resources, need not be used. Accordingly this model should be of interest to researchers not having detailed I-O data for small areas. The concluding part of the paper briefly summarizes recent empirical base impact assessments completed within the Canadian Department of National Defence.
