Abstract

Who in their right mind would see a natural disaster as an opportunity? One agency does see earthquakes as opportunities to improve its service to rural and hard-to-reach patients. This earthquake preparedness plan is an ongoing process, evaluated and updated even when there isn't a call for true preparedness.
