Abstract

The Specialized Training To Avoid Recidivism (STAR) program commenced as a pilot project with adult education and coping (life) skill classes in September, 1972, and vocational training and work-release components were added in October of the same year. The program uses both institutional and community based resources to provide the skills necessary to reduce the chances of recidivism for those sentenced to the Municipal Correctional Institution.

The academic and coping skill classes, as well as the work-release programs away from the Institution, are individually designed to give early success, positive reinforcement, and reasonable, obtainable rewards. This opportunity is extended to both male and female residents of the Institution. Although every person may not be able to participate in a release program, everyone is offered participation in some type of meaningful, relevant learning situation.
