Abstract

In view of the alarming increase (43%) in traffic fatalities and personal injuries within the past five years in the Commonwealth of Kentucky, a widespread feeling prevailed among responsible public officials and representatives of the Kentucky Medical Association that a percentage of these accidents were attributable to medically diagnosable impairments which resulted in deterioration of an individual driver's proficiency. It was, therefore, recommended that a comprehensive and cooperative program involving the Kentucky Medical Association, Kentucky Department of Health, and the Kentucky Department of Public Safety be developed to establish standards for an an effective Driver Limitation Program to screen accident-prone and potentially hazardous drivers. The purpose of the Kentucky Driver Limitation Program is to provide the driver-licensing administrator with sound medical advice concerning the licensing administrator with sound medical advice concerning the licensing of special risk drivers. The intent of this program is not to remove drivers from the highways but to restrict the driving activities of those persons who do not possess the necessary physical or mental faculties to operate a motor vehicle under all conditions. This is a program of driver improvement, not driver removement.
