Abstract

The criteria outlined in this guide have been developed along functional and systematic lines rather than along pathological and anatomic classifications. We deal with the functional and systematic limitations of illness that directly affect driving capability. Functional criteria selected are common to several different diseases or impairments. For purposes of this document, subdivisions of functional level are grouped within the seven categorical headings of the text. From an evaluation of the relationship between type of license and required functional ability for three classes of license, recommended license limitations are given. Where feasible, these are in tabular form. In some sections, such as Mental Health, and Hearing - we felt this was impossible, so we don't have the simplification of tabular forms for these functional criteria. We included only three basic classes of license, since we felt it would not be feasible to go into the many sub-divisions used by the various state jurisdictions. An advisory board may determine more specifically the category of license for which a driver may qualify under its own state licensing system. Certain groups of drivers should be reevaluated periodically so that recommendations made in the past may be revised, if the degree of impairment changes. This is cared for in the guidelines. Finally, it is indicated that in certain circumstances a license may be issued describing limitations under which a driver may operate a motor vehicle. These might be geographic limitations, time of day limitations, or type of vehicle limitations. We hope these guidelines present a constructive approach toward uniformity. Although they are based on the best evidence and advice now available, we recognize that further research and further epidemiological studies will show the need for revision and updating.
