Abstract

The present paper examines restraint use and seating location under the 1982 Quebec law restricted to the front seat. The use of child restraint was observed in Montreal, in 19821983, for 18,824 children under 6 years. Only 26% of children were riding in the front seat and therefore were covered by the law; fewer children in the front seat were traveling restrained (13.7%) than in the back seat (24.4%). We compared our results with earlier and subsequent studies. Between 1976 and 1984 there was only a very small decrease in infants riding on the front seat but there was an overall increase of infant and child restraint use. In 1984, however, Quebec had the lowest restraint use in age 1 to 4 years among provinces which had a child restraint law.
