Abstract

The 65 mph speed limit costs at least as much time as it saves, when the years lost to deaths, injuries, and travel delays, are compared to the years of travel time saved. The out- of-pocket costs and benefits of raising the speed limit to 65 mph are roughly equal. In addition, the burden is not shared evenly. The time costs of 65 are paid primarily by those unfortunates involved in crashes and the out-of-pocket costs by their insurers, while the benefits are shared by all.
