Abstract

Mental health is one of the five key areas for health targets included in the UK Government's 1992 White Paper 'The Health of the Nation.' This presents the potential for a shift of resources from institutions to local services and for improved preventive work. But there are also major risks: suicide might be prevented only through more coercive and alienating services; improvements in 'health and social functioning' could fail to meet users' own aims for a good quality of life.
