Abstract

This article proposes and examines a process to assess the vulnerability of sites using nine variables, and an assessment rating system ranging from 0 to 5 for each category. The rating categories include a site's visibility, relationship to jurisdiction, impact of site inside and outside of its jurisdiction, access, on-site hazards, building height, types of construction, site population capacity, and the potential for mass casualties. The results of this survey will enable property owners and managers to take safeguards to protect their facilities against a possible terrorist attack.
