Abstract

The Crew Endurance Management System (CEMS) was created specifically for use by the Coast Guard and for the commercial maritime industry. CEMS, which uses a systematic, continuous improvement approach to risk management, was first implemented in Coast Guard applications nearly a decade ago after being developed at Florida State University. The fifteen identified risk factors can be grouped into the following categories: individual physical and personal stressors; work and living environment; work and rest schedules; and quantity and quality of sleep. The author discusses the CEMS process from both organizational and vessel implementation perspectives. Boxes present examples of CEMS use through case studies of Norway's Eidesvik Offshore and Argentina's Antares Naviera.
