Abstract

Reduced evacuation time through traffic condition improvement methods in a geographic evacuation has been studied in numerous ways. The focus of the majority of study efforts has been freeway traffic flow, with no apparent systematic signal timing consideration in urban area evacuation planning. Traffic signals can have tremendous impact on urban population movement during an evacuation. The article discusses signal timing approaches for evacuation facilitation and response to a no-advance-notice disaster requiring urban area evacuation through a simulation model using Washington, D.C. data. In assessing proposed timing plans, evacuation time and average delay trade-offs are studied.
