Abstract

In dealing with complex environments, it is frequently easier and more cost effective to improve road safety through engineering measures than through driver training. The authors present a proactive rural two lane highway segment assessment method to provide a tool to assist in systematically identifying, from a road safety perspective, potentially dangerous spots. Obtained through scores and weights assigned to its 34 road features, a potential safety index is estimated through this method. 334 road safety professionals estimated the relative weights. Field inspections resulted in assigned road feature scores. Without reliance on collision data analysis and collection or traffic composition and volumes, identification of main highway safety deficiencies are allowed through this method. The method is also intended, especially in developing countries with little or no road safety auditing tradition, to provide assistance in conducting assisted road safety reviews by road safety practitioners.
