Abstract

The Road Safety and Traffic Authority and the Melbourne (Australia) Metropolitan Tramways Board are undertaking a joint demonstration project to investigate the application of a system of selective vehicle detection and priority treatment at a signal controlled intersection. The system involves the fitting of transponders to buses. Through interrogation and decoding of the transponder code, a priority demand is registered at the signal controller which then directs the signals to skip phases or to extend or pre-empt the green in order to give priority to buses. In this paper, the techniques used to evaluate the success or failure of the demonstration project are described. The factors to be considered in such an evaluation are discussed, and the effects of various intersection control and priority operation strategies are investigated to determine possible priority configurations at the site. The extension of such a priority system to a route or area basis is also discussed. A description of the particular technical solution adopted to provide priority treatment is included.
