Abstract

This paper investigates the effect of the opening of the Southern Arterial - a two-lane, individed arterial road in Christchurch, New Zealand - on accidents in the region of the arterial. Accident and traffic data collected for four years before, and four years after the opening of the arterial were examined. In the four years after the opening of the arterial, there was a 30 percent increase in the amount of traffic in the area and a 28.5 percent decrease in the overall accident rate. There was also a 6.6 percent decrease in injury accidents, a 38 percent decrease in serious injuries, and a 10 percent increase in minor injuries. The cost of the accidents also decreased by about 7 percent. The cost of the new arterial was approximately equal to the total cost of accidents during the eight-year study period.
