Abstract

This paper is based on a study commissioned by the Inverell Shire Council (population 16,000) to develop a road hierarchy and priority road system for their main town, Inverell, and the three villages of Ashford, Delungra and Gilgai which would form the basis for Council's short- and long-term roadworks program. Three major streams of investigation are described in this paper, including an examination and review of the current road systems, and the determination of heavy vehicle routes through the Town of Inverell. The current road priority adopted by Council for each area was critically examined to assess its appropriateness with respect to current and future traffic movements and adjacent land use. The output of this study was a road hierarchy together with a Strategy Plan (for the Town of Inverell only) which would enable the orderly implementation of a practical roadworks program. Of particular relevance was the formulation of road construction standards applicable to each level of the hierarchy and appropriate for implementation in country towns and villages. These standards were then adopted by Council.
