Abstract

This paper describes a Spatial Information System (SIS) developed by VicRoads to facilitate locational analysis of road accident data. This system can be used for both strategic and detailed road accident analysis. Analysis is provided via a map based display by location that enables patterns of crash concentrations to be readily identified 'at a glance'. The core strategic analysis tools developed show the ranked worst accident concentrations within arterial routes and local traffic areas for various jurisdictional or geographical areas and particular user-selected accident categories. For arterial analysis, in particular, there is a sophisticated processing algorithm that exhaustively and dynamically splits an arterial road route into urban and non-urban groups and estimates for each group the worst sections in terms of accident rate per kilometre. The system provides a very effective method of analysing data on the road network and quickly identifying areas for further analysis or treatment if required. The paper also describes some of the uses of the system.
