Abstract

There are several issues that have to be considered in deciding whether road maintenance and construction operations should be conducted during the day time or night time. These issues include the level of anticipated congestion, safety of workers and drivers, project costs to highway owners, cost impacts for highway users, the length of uninterrupted work time available, and agency and contractor experience in performing night work. To aid in this decision, an eight-step process for the evaluation of arguments for day or night operations is provided. The impact on the roadway traffic pattern and the comparative cost of alternative scheduling are the two most influential factors in deciding whether to work at night.
