Abstract

In order to strengthen the safety management of regional railway and ensure the safety and smoothness of railway transportation, similarity in accidents of regional railway in recent 10 years were summarized and the national railway and other transportation areas of effective safety management practices were learned,the purpose was to make theoretical analysis and comparative study.The results show that analyzing potential safety hazard of regional railway on site, including insufficient development momentum of enterprises, low technical quality of personnel, low technical content of equipment configuration, weak crisis awareness of employees, and no effective safety guarantee system. Then, it is proposed that regional railway enterprises should be supported from the government level, and the operation mechanism of government coordination, departmental cooperation, railway transportation enterprises′ responsibility, industry supervision and social supervision should be established, so that local railways can participate in market competition better, improve the resource allocation of China′s railway industry and promote the healthy development of China′s railway transportation. © 2019 China Safety Science Journal
