Abstract

In order to study the causes of various safety production accidents in coal production enterprises, relevant accident reports and data issued by the National Mine Safety Administration were analyzed. It was found that the causes of accidents could be explained as follows. When the production and operation site or the condition and environment for production and operation activities changed, the site failed to predict, report, and effectively control these changes in advance. Furthermore, risk identification and assessment were not carried out. Control measures were not developed, so the production changes were not effectively controlled. It followed that accidents occurred. The research results show that a work safety change management and control system is required, and a change management and control mode responsible for each link needs to be developed. Furthermore, high risks and temporary operation safety management and control risks should be reduced, and the dynamic safety of production and operation needs to be ensured. With these measures, accidents and production impacts caused by inadequate management and control of change links can be alleviated. Wuhai Energy has implemented the work safety change management and control mode and operated the production change management and control system. As a result, the company has achieved excellent practical results in safety management. In addition, for three consecutive years, the company has achieved ″zero death caused by both safety accidents and environments and reduced safety accidents and work-related injuries″.
