Abstract

When the power transmission, transformation, and distribution systems of port terminals were in operation, it was difficult to effectively prevent human injuries, equipment accidents, and fire and explosion accidents. In order to prevent and resolve the above risks, a systematic management method was used. First of all, the value and effect of safety management for the operation of ports′ power supply systems were analyzed. Then, a management mode focusing on ″capacity building of seven fields and improvements of seven emphases″ was proposed and constructed. Finally, the power supply in CHN Energy ports was taken as an example to design the system management scenarios. The results show that the above systematic management model based on risk pre-control can make power supply management more regulated and operation and inspection management more specialized. Furthermore, it ensures standardized maintenance operations and refined civilized production. As a result, accident risks are identified as controllable, or they are under control and finally controlled. © 2022 China Safety Science Journal. All rights reserved.
