Abstract

In order to realize the safety risk management of ultra-long railway tunnels, gateways should be moved forward and the hidden risks should be treated at the source. Based on analysis of characteristics of railway super-long tunnel project and the main safety risks, a dual prevention mechanism for safety risk grading control and hidden danger investigation in the railway super-long tunnel project was proposed. " Three lists-two-lines-one platform " supervision system was innovatively constructed. System construction measures such as norms for risk grading management and control, supervision and guidance opinions on safety risk management and control, implementation rules for the identification and control of hidden dangers, and supervision and inspection guidelines were introduced. The results show that establishment of a dual prevention mechanism is conducive to breaking the chain of risk factors transmission, preventing the occurrence of major accidents, improving the government supervision system and supporting systems. It would help supervise all parties involved in the construction to carry out classified management and control of safety risks and troubleshooting of hidden dangers. © 2019 China Safety Science Journal
