Abstract

In order to hold bottom line in preventing and resolving major public health risk,decision ⁃ making thought contained in bottom ⁃ line thinking was thoroughly studied,and an evaluation model for major public health risk in consistence with this thinking was constructed by using intuitionistic fuzzy set theory. Then,a risk evaluation method based on intuitionistic fuzzy numbers was developed in accordance with expert weights and connotation of bottom⁃line thinking,and measure function of risk bottom line was defined by using score function of intuitionistic fuzzy numbers. Finally,risk at different levels was integrated by adopting IFOWA operator,and the model was verified with the COVID ⁃ 19 outbreak as a major public health example. The results show that this model,by adjusting risk coefficient λ,can not only assess major public health risk from the best to worst,but also provide primal decision based on bottom line of risks. © 2020 China Safety Science Journal.
