Abstract

In order to promote the construction of safety culture to reduce the occurrence of accidents, the construction mode of safety culture of heavy⁃haul railway was studied by analyzing the changes of the new situation and combining the characteristics of heavy⁃haul railway. During the 14th Five⁃Year plan, the challenges faced by safety production and the main problems in the construction of heavy⁃haul railway safety culture were analyzed, and the eight principles for the construction of heavy⁃haul railway safety culture were proposed. According to the five common characteristics of safety culture demonstration enterprises, a heavy⁃haul railway safety culture construction model with five elements was established, including clear safety concept, effective safety education and training, perfect safety management system, full participation in safety, and good safety behavior. The results show that the eight principles of heavy⁃ haul railway and the construction mode of safety culture are conducive to improving the soft power of safety management, play a prominent role in actual safety production management, and provide a good reference for the construction of safety culture. © 2022 China Safety Science Journal
