Abstract

This article discusses the Highway Safety Improvement Program (HSIP), a Federal Highway Administration (FHWA) program that funds State safety projects aimed at reducing serious injuries and fatalities. Among recent changes to the HISP is the requirement that States must now regularly evaluate and update their strategic highway plans and post HSIP annual reports online. States are also now required to implement performance-based measures to use for assessing the number and rate of serious injuries and fatalities. The authors explore the details of the HSIP's new requirements and potential outcomes, highlighting such topics as transportation performance management, strategic highway safety plans, data-driven safety analysis, resources for implementation and evaluation, training, technical assistance, and the Roadway Data Improvement Program.
