Abstract

This article reports findings of a follow-up study on the effect of high-visibility enforcement (HVE) on driver compliance with pedestrian right-of-way laws. In the original study, four waves of HVE of pedestrian yield right-of-way were conducted in Gainesville, Florida over the course of a year. The results showed an increase in motorists' yielding right-of-way following an increase in HVE pedestrian operations. The current study sought to determine whether the increases observed in the original study persisted over a 4-year follow-up period after the HVE intervention program had ended. The findings include an observation of continued yielding behavior at both at sites where the program had been in place and at sites where it had not. The article suggests that these findings could indicate a sustained change in driving culture in the area.
