Abstract

Despite current efforts to rewrite legislation, finance delin quency prevention programs, and bolster law enforcement agen cies, the growing delinquency and crime rates have not been reduced. A number of basic conditions or prerequisites of delin quency prevention and control go beyond the necessary but insufficient legislative-fiscal-enforcement approaches. Among the contingencies are the following: the public's willingness to re linquish delinquency, better definition of and differentiation among delinquents, the development of a positive and helpful attitude in the community and in supporting agencies, the use of knowledge and facts in planning the involvement of youth in the solution of youth problems, and the recognition of positive aspects of delinquency.
