Abstract

This study provides an integrated explanatory analysis of ominous covert transnational flows and their implications for international security. After delineating their scope and discussing their general causes and consequences, brief overviews of the four most important types of these transactions-clandestine conventional arms, illegal human migration, illicit psychoactive drugs, and unsanctioned hazardous waste-serve to illuminate the specific recent patterns of this activity. The article concludes with a probing exploration of how these flows highlight hypocrisy in national policy and dysfunction in global rules of the game, challenging the security of the existing world order.
