Abstract

The uniform, normative, scientific and efficient emergency command system for city accident should be constructed by configuring the organizations and material-facility resources. The emergency response system for city accident that work and responsibility can be clearly divided, superiority complementary and preparation all the time should be constructed by configuring the varied resource of existing enterprise. The emergency treat and protection system for city accident that co-share all message, mechanism optimization, sustaining endeavor scientific reduction for disaster should be constructed by configuring the message system of existing accidents. Consequently the provincial scheme of emergency for city accident could be brought under central leadership, intelligently conducted, scientifically decided, comprehensively safeguarded and systematically protected by analyzing and studying the key technology of Emergency System, then the comprehensive ability of management and anti-risk ability of provincial scheme of emergency management for city accident could be ulteriorly strengthened and ensured.
