Abstract

The Interim Requirements for Road Restraint System (IRRRS) sets out Highways Agency requirements for the provision of road restraint systems. It applies to new work and maintenance renewal schemes where the existing restraint system are detrimental to safety and where they do not meet current requirements for containment. IRRRS, with limited funding, is not indented to apply immediately existing structures. It attempts to target requirements at the roads and features that may present the greatest hazards. IRRRS imposes a requirement to protect lighting columns where the traffic flow is above 25,000 AADT. The intent of IRRRS is to provide a framework for improving safety without disproportionate costs. Designers are required to demonstrate that they had a robust assessment method for determining risks associated with each scheme that incorporates a methodology for evaluating improvements to existing hazards against associated costs if incorporating this within the scheme.
