Abstract

With the evolution of technologies that support manufacturing such as processes, equipment, and materials, and the development of safety management systems for maintaining and managing safety, the safety level at manufacturing sites has certainly improved. However, the accident has not been eradicated. The necessity of fostering a safety culture to aim for a higher safety level, which was proposed in the wake of several major plant accidents, has become a common recognition among all concerned parties today. In this paper, while imagining the outline of safety culture, which has aspects such as consciousness, emotions, and concepts that are difficult to form in the form of norms and documents that we are accustomed to, what is the organization that has permeated it?
