Abstract

With the evolution of technologies that support manufacturing such as processes, equipment, and materials, and the development of safety management systems for maintaining and managing safety, the safety level at manufacturing sites has certainly improved. However, the accident has not been eradicated. The necessity of fostering a safety culture to aim for a higher safety level, which was proposed in the wake of several major plant accidents, has become a common recognition among all concerned parties today. In this paper, while imagining the outline of safety culture, which has aspects such as consciousness, emotions, and concepts that are difficult to form in the form of norms and documents that we are accustomed to, what is the organization that has permeated it? プロセス,設備,材料といった製造を支える技術の進化により,また安全を維持管理するための安全マネジメントシステムの発達により,製造現場の安全レベルは確かに向上してきている.しかし,事故は撲滅できていない.いくつかの大きなプラント事故を契機に提言された,より高い安全レベルを目指すための安全文化醸成の必要性は,今日製造業全般に亘り関係者の共通認識になってきている.本稿では意識,情緒,概念といった,我々がこれまで使い慣れてきた規範や文書という形式にはなり難い面を持つ安全文化の概形をイメージしつつ,それが浸透してきた組織は何ができているのか,どうすればそうなるのか,さらに深めるためには何をすべきかといった論点について,6 回の連載で諸氏とともに考えて行きたい.
