Abstract

In order to consider preventive measures for marine accidents, it is necessary to analyze background factors of human error and to detect common characteristic of those accidents and behavior of operators in those vessels related the accidents. Judgment records of Japan Marine Accident Tribunal as public information can be referred for obtaining the trend of marine accidents and lesson leaning. This research has aimed at extracting factors of common characteristics in marine accidents by analyzing operatorʼs behavior mentioned in judgment records of Japan Marine Accident Tribunal. "TEM model : Threat and Error Management Model" is utilized in this research, which is adequate tool for improving human factors as non-technical skill and utilized as training tool in aviation industry. As result of analysis, it is found that trend of recognizing TEM modelʼs factor, which means "Threat", "Error" and "Undesired Vessel Status", takes on different forms depending on size of vessels facing marine accidents. And relationship between factors of TEM model and the causes of failure was considered to derive preventive measures of marine accidents.

船舶海難防止を検討する上では，人的過誤の背後要因の分析，それら事故の共通特徴や事故に関わった乗組員の挙動を知ることが必要となる．過去の海難から傾向を得るには，海難審判所より公表されている海難審判裁決録の参照が可能である． 本研究は裁決録の分析により，海難事故における共通した特徴の抽出に取り組んだものである．人的要因の抽出と事故傾向の分析には，航空輸送分野でノンテクニカルスキルの訓練ツールとして使用されているTEM モデル（スレット＆エラーマネジメントモデル）を適用した．分析の結果，TEM モデルにおける船舶の状態である「スレット」「エラー」「望ましくない状態」の認識傾向が小・中・大の各船型で異なることが示唆された．また各船型における「スレット」「エラー」「望ましくない状態」とその対処失敗原因の関係性から対策を考察した．
