Abstract

The heavy rain that occurred in Hiroshima Prefecture on August 20, 2014 caused 77 deaths (including disaster-related deaths) and 5237 physical damages, resulting in enormous damage. The most severe damage was in Asaminami Ward and Asakita Ward, Hiroshima City, Hiroshima Prefecture, where sediment-related disasters occurred in 166 locations, and most of the human damage was caused by sediment-related disasters. At the collapse site in Kabehigashi 6-chome, Asakita Ward, the earth and sand collapsed again during the rescue operation of the residents, and an accident occurred in which a firefighter and one resident were involved and died. In this paper, we introduced the characteristics of the sediment-related disaster phenomenon that occurred in the 2014 Hiroshima heavy rain disaster, and considered the cause of the spread of damage and future countermeasures.


平成26 年8 月20 日,広島県で発生した豪雨により死者77 名(災害関連死含む),物的被害5 237 棟と甚大な被害がもたらされた.特に被害が大きかったのは166 箇所で土砂災害が発生した広島県広島市安佐南区・安佐北区であり,人的被害の多くは土砂災害によるものであった.安佐北区可部東六丁目で発生した崩壊現場では,住民の救助活動中に土砂が再崩壊し,消防職員と住民1 名が巻き込まれ死亡する事故も発生した.本論では,2014 年広島豪雨災害で発生した土砂災害現象についてその特徴を紹介すると共に,被害が拡大した原因および今後の対策についての考察を行った.
