Abstract

There are various sources of danger in chemical plants. It is necessary to manage potential hazards to prevent accidents. However, the point is how to manage it. The chemical plant begins with design, evaluates safety, and shifts to full-scale operation. What is important in the management of a chemical plant is the "material danger", "people" and "equipment" of chemical substances. 化学プラントには様々な危険源が存在する.事故を防ぐには潜在する危険源を管理することが必要だ.しかし,どのような切り口で管理するかがポイントだ.化学プラントは設計に始まり,安全性評価をして本格的な運転へ移行する. 化学プラントの管理の中で重要なのは,化学物質の「物質危険性」,「人」と「設備」だ.今回は,「人」という切り口で教育・訓練に注目して管理という側面で失敗事例や教訓を紹介していきたい.
