Abstract

Safety data is an important indicator of the quality and results of safety management activities at a business establishment, but many business establishments simply summarize the results of each year in a table and display them in a line or bar graph. The author believes that the "quality of safety activities" that affect safety performance cannot be seen by this labeling method alone, and that the analysis is not sufficient. We believe that it is important to utilize the "safety pyramid," which represents a disaster as a pyramid, in order to know the quality and trends of safety activities at that business site. An analysis of 230 744 safety data from 15 manufacturing sites visited by the author revealed that the average incidence of serious accidents, minor accidents, and HH was 1: 6: 2 020. We will introduce a method for quantitatively and objectively evaluating the quality of one's own safety activities by expressing the safety performance of the business establishment as a "safety pyramid" and its utilization.

安全データはその事業所の保安管理活動の質と成果を示す重要な指標ですが,単に各年度の実績を表にまとめ折れ線あるいは棒グラフで表示している事業所が多く見られます. 著者はこの表示の方法だけでは安全実績に影響する"安全活動の質"が見えず,分析が十分でないと考えており,重大な災害,軽微な災害,ヒヤリハット(HH)の発生比率を重大な災害を1 としてピラミッド状に表わした「安全のピラミッド」を活用することがその事業所の安全活動の質・傾向を知るために重要と考えています.著者が訪問した15 製造事業所の安全データ230 744 件を解析したところ,重大な災害,軽微な災害,HH の発生比率は平均的には1:6:2 020 になりました.事業所の安全実績を「安全のピラミッド」として表わすことで自らの安全活動の質を定量的に,客観的に評価する手法とその活用について紹介します.
