Abstract

This paper reports on the actual state of risk communication related to process safety in Japan. Specifically, we investigated the risk communication activities so far by organizing the contents of CSR reports issued by chemical companies, research practice activities by the government, and regional dialogues. In addition, we investigated the number of accidents and the damage situation by reporting the accidents that occurred in the past. As a result of the fact-finding survey, it was found that the perspective of risk communication by stakeholders in the local community is lacking. In addition, from the results of the press survey, it became clear that accidents affecting the outside of the factory premises occur about once a year. In order to deal with this risk, it is necessary to manage the physical risk as a local community through two-way communication not only by chemical companies but also by stakeholders of the local community such as the government and local residents. 本稿は，日本のプロセス安全に関するリスクコミュニケーションの実態を報告した．具体的には，化学企業が発行するCSR レポートや行政による研究実践活動，地域対話の内容を整理することで，これまでのリスクコミュニケーション活動を調査した．また，過去発生した事故の報道調査により，事故件数や被害状況を調査した．実態調査の結果，地域社会のステークホルダーによるリスクコミュニケーションという視点が不足していることがわかった．また報道調査結果より，工場敷地外に影響を及ぼす事故が年間1 回程度の頻度で発生していることが明らかとなった．当該リスクに対応するためには，化学企業だけではなく行政や地域住民等の地域社会のステークホルダーによる双方向コミュニケーションを通して，フィジカルリスクを地域社会としてマネジメントすることが必要である．したがって，平時から地域社会のステークホルダーがフィジカルリスクに関するコミュニケーション活動を実施することが望まれる．
