Abstract

In the event of a huge natural disaster, there is a need to conserve the entire port and establish measures to prevent stagnation of port functions. 巨大自然災害発生時における港湾全体の保全と港湾機能の停滞防止策の構築が求められており,その中でも特に,主要な機能を担う船舶の安全避難が重要である.近年,世界各所で巨大自然災害が頻発しており甚大な被害が出ている.そうした災害は,それ自身がもたらす一次的な災害に加え,その一次的災害を起因とした二次的・三次的な災害が被害状況を更に悪化させる.特に,船舶や港湾はその行動や機能の大部分が自然界の外的要因に影響されるため,そのような状況下では気象・海象情報をいち早く入手し,それらに対して最適な対策を講じなければならない.本報告では平成30 年台風21 号が大阪湾を通過した際の船舶の避難行動を解析し,潜伏するリスクを明らかにした.
