Abstract

In this study, we conducted an intermittent survey on the flood damage of the Kinugawa River caused by the heavy rains in the Kanto and Tohoku regions from September 10, 2015, on the day of the disaster. In response to the above, a series of activities corresponding to the flood process were regarded as the "initial response to the disaster area" and organized. In this report, in addition to the geographical and artificial determinants of the flooded area, interviews and on-site disaster situation confirmation surveys will be conducted focusing on evacuation, flood control, rescue, and restoration, and the contents will be analyzed. 本研究では,平成27 年関東東北豪雨に伴う,鬼怒川水害に対し,災害発生当日の2015 年9 月10 日から断続的に調査を行い,鬼怒川氾濫により発生した外力に対し,関係主体がどのように反応し,洪水プロセスに対応する一連の諸活動のことを「被災地初動応答」として捉え整理した.本報告では氾濫域の地理的・人為的規定要因に加え,避難・水防・救助・復旧を中心に聞き取りや現地被災状況確認調査を行い,その内容について分析し,被災者側の視点から本水害の全体像を明らかにした.
