Abstract

As an effort to reduce the occurrence of damage in the event of a disaster, especially human damage, the content of disaster information, the problem of how to provide and transmit it, and the understanding of disaster information of local residents for the purpose of promoting evacuation behavior of local residents. Various studies have been conducted on issues related to characteristics and behavioral characteristics based on them. In addition, a lot of disaster information has been prepared these days, such as new sediment disaster warning information, warning announcements for each municipality, new tornado warning information, new special warnings, and warning risk distribution information. However, even if such sophisticated and sophisticated disaster information is accurately transmitted to the residents, all the residents accurately understand the intentions of the government and experts who are the information senders and respond to the information. It cannot be said that it is properly reflected in the behavior. 災害時の被害,とりわけ人的被害の発生を軽減させるための取り組みとして,地域住民の避難行動の促進を目的とした,災害情報の内容や提供・伝達方法の問題,地域住民の災害情報に対する理解特性やそれを踏まえた行動特性に関する問題など,様々な研究が行われている.また,昨今では土砂災害警戒情報の新設,市町村毎の警報発表,竜巻注意情報の新設,特別警報の新設,警報の危険度分布情報など,多くの災害情報が整備されてきた.しかし,このように高度化,精緻化された災害情報が住民に的確に伝達されたとしても,全ての住民が情報発信者である行政や専門家の意図を正確に理解し,その情報を対応行動に適切に反映させているとはいえない.本稿では,災害情報に対する住民の受容特性に関する研究動向について概説し,今後の防災気象情報の方向性について議論する.
