Abstract

The number of victims of storm and flood damage has been declining in the long run, but has not been declining in the last 20 years despite rapid advances in forecasting and transmission technologies. In order to investigate the reason, we have organized the issues of the three meteorological disasters that have occurred since 2013, focusing on the verification reports by the affected local governments. As a result, (1) the weather information cannot be analyzed accurately and used for judgment, (2) the municipal office is busy with telephone correspondence and is in a malfunction, (3) evacuation advisories and evacuation orders are not in time, and (4) wide area adjustment mechanism is lacking. ⑤ Inadequate crisis management system, ⑥ No mechanism for sharing information between fire brigade members corresponding to the site, ⑦ Information is not reliably transmitted from the government office to residents, ⑧ Crisis awareness of meteorological disasters is weak Was found to exist as an issue. 風水害による犠牲者数は，長期的には減少しているが，最近20 年間は，予測技術や伝達技術の急速な進歩にもかかわらず，減少傾向が見られない．その理由を調査するため，2013 年以降に起こった3 つの気象災害について，被災した地方自治体による検証報告書に注目して課題を整理した．その結果，①気象情報を的確に分析し判断に生かすことができない，②市町村役場が電話対応に追われ機能不全に陥っている，③避難勧告や避難指示が間に合わない，④広域調整メカニズムが欠如している，⑤危機管理体制の不備，⑥現場対応する消防団員間の情報共有のしくみがない，⑦役場から住民へ確実に情報が伝わっていない，⑧気象災害に対する危機意識が希薄であることが課題として存在することがわかった．
