Abstract

In recent years, the assessments of safety culture and the improvements of revealed weak points are performed to prevent severe accident in process industries. However, in many cases, a direct improvement on an assessment item itself may not give an effective result. Safety culture is recognized as the aspects of organizational culture which has three levels of manifestation. Therefore, improvement not only of first level, namely artifact, but also of second level, namely espoused value, is necessary let alone of third level, namely basic assumption. The detailed explanations of three levels are given in the main text. The authors classified the hierarchy interview records of safety competency third person assessments into 10 items characterizing safety culture and extracted 12 comments expressing espoused values mainly from plant sites having good safety culture assessment results. These comments can be referred to as the examples of espoused value for each hierarchy which is mainly responsible for the relevant item.

近年,プロセス産業の重大事故防止の観点から安全文化の状態を評価し,その結果判明した弱点に対して対策を講ずる取り組みが行われてきているが,その際評価項目に対する表面的な対策のみでは十分な効果を期待できないことがある.これは,安全文化が3 層からなる組織文化の一側面と考えられ,第1 層である人工の産物への対応だけでなく,第2 層の信奉する価値観への対応が必要となるためである.なお,各層の詳細な説明は本文を参照されたい.そこで,筆者は,保安力第三者評価階層別インタビューで記録された意見を安全文化上重要な項目に分類し,安全文化の状態が優良と評価された事業所が保有する価値観を表す意見を抽出することを試みた.抽出された価値観を表す意見は,該当項目の対策を検討する際に主体となる階層の醸成すべき価値観の一例として活用できると考える.
