Abstract

On October 12, 2016, a fire broke out in an underground cable inside the TEPCO facility in Niiza City, Saitama Prefecture, causing a power outage in 580,000 households in Tokyo. According to TEPCO's explanation, the 275,000V FO cable ignited the insulating oil injected into the center of the cable due to dielectric breakdown. Even now, the electricity from the thermal power plant goes to the substation through the city road buried power cable, and the residents on the route are exposed to the electromagnetic waves from the cable and the continuous spectrum X-ray generated by the interaction between the insulating dielectric and the AC high voltage. It was demonstrated that they were also exposed. Furthermore, if a large power cable passes through the urban area between the additional power plant and the substation, there is a concern that it will be exposed to electromagnetic waves and ionizing radiation that are two to three times the current level. 2016 年10 月12 日埼玉県新座市の東京電力施設内地下ケーブルで火災が発生し,その影響で都内58 万世帯の停電が発生した.東電の説明では27.5 万V のFO ケーブルが絶縁破壊でケーブル内中心注入の絶縁油に引火したとされている.今も火力発電所からの電力が市道埋設電力ケーブルを通って変電所に向かう路線上の住民はケーブルからの電磁波や絶縁誘電体と交流高電圧の相互作用で発生する連続スペクトルのX 線にも被ばくしている事を実証した.さらに増設発電所と変電所間の市街地を大電力ケーブルが通過すると現行の2 -3 倍電磁波や電離放射線を被ばくする懸念がある.つまり,新規増設ケーブルは本格的な安全対策なしに,現状下での電力ケーブルを増設することは,安全性の観点から問題であるといわざるを得ない.
