Abstract

Case-studies were undertaken to assess the safety effects of restriping and reconstruction projects that have added a non-standard mixed-flow lane to a freeway in Los Angeles or Orange County by elimination of an interior shoulder. The most pronounced safety effect of the introduction of the additional lanes studied was the shift or migration of accidents from one location (postmile range) to another. Congestion relief in the range of the added lanes (with the exception of the downstream end of the lanes) and in an area upstream of the lanes led to a reduction in accident rates in those areas. Whether or not there was a significant net decrease in accident rates over the entire area of the added lane and its influence area depended upon the individual circumstance of each of the case-studies.
