Abstract

Since red-light violations are relatively infrequent events, and the detection and prosecution of offenders can prove a labour-intensive procedure, Nottinghamshire County Council has introduced a traffic signal-activated camera which can detect and photograph red-light violators. The camera can automate the enforcement procedure and should therefore increase the compliance of drivers with traffic signal regulations. The camera is connected to a microprocessor-based system which monitors the traffic signals and the presence of vehicles at detector loops situated just beyond the vehicle stop-line. When the traffic signal displays red, a predetermined lapse time is initiated. After this period, any vehicle detected by the loops causes the camera to take two consecutive pictures, one second apart. Superimposed upon the photographs is the time of the violation, the lane number, the site number and the speed of the vehicle. This information can be used in the initiation of a subsequent prosecution.
