Abstract

This paper describes new procedures for estimating a confidence interval for the underlying true accident rate at a site, and for assessing the statistical significance of a change in the observed accident rate at a site where an accident countermeasure may have been implemented. These procedures indicate that from the viewpoint of statistical reliability, a five-year time period is most appropriate for accident data analysis. The procedures are easy to use, and use of them would assist development of an understanding of the implications of the stochastic nature of accident occurrence for accident data interpretation.
