Abstract

The purpose of this study is to find a safe coastal space by deriving an efficient safety management plan suitable for the characteristics of domestic coastal waters in relation to the coastal safety management work of the Korea Coast Guard based on the coastal accidents defined in the Act on Prevention of Coastal Accidents. To present an alternative to provide. Coastal waters are a popular destination for tourists and leisure activists, as the national well-being has improved and the well-being culture that emphasizes health and quality of life has spread. As the Act on the Prevention of Coastal Accidents was enacted and implemented in 2014, the legal basis for the prevention of coastal accidents was established. However, since coastal accidents in this Act are limited to non-ship accidents in coastal waters or uninhabited islands, their scope is much more limited than the concept of coastal accidents considered by the general public. In addition, it is true that the legislative purpose of this law is fading because the underwater leisure activity is overlapped with the underwater leisure law, and the water recreation experience is overlapped with the water leisure law and the beach law. This study analyzes the coastal accident statistics. The number of accidents has changed significantly since the coastal accident prevention method was implemented, while the number of deaths has not changed. With this in mind, we reviewed the contents of the current coastal water safety management system, and presented the problems and solutions that have been raised in the past by dividing them into legal and practical perspectives. In addition, the necessity of supplementary checks for efficient management of marine accidents was raised from the perspective of the Korean legal system.
