Abstract

As part of the analytic work leading to formation of a Pennsylvania state department of transportation in 1970, a series of reports was issued that comprised an exhaustive annotated bibliography; an inventory of existing transportation facilities in the state, their capacity, and present traffic flows; a short-range analysis and forecast of intercity passenger and freight demand for 1975; an interim plan that listed recommended projects and presented a simple technique for establishing priorities among them; and a long-range program of comprehensive transportation planning at the state level. The present paper described the elements in a program of statewide comprehensive transportation planning that was recommended for implementation by the department. The first part describes the elements and the specific modelling tasks that were identified, and the second part describes the regional model for forecasting the flow of freight.
