Abstract

The economic effects of terrorist attacks are difficult to assess, in part because terrorism is highly local. Local dimensions are crucial for policymakers who are increasingly interested in resilience to terrorism, yet they have a very small body of scholarship from which to derive operationally relevant guidance. Spatial and local dimensions of terrorism are central to understanding the nature and magnitude of economic effects. This paper provides an overview of some of the key questions in this regard, and particularly with respect to cities, and outlines several priorities for future research.
