Abstract

Using a new dataset, this study examines the role of ideology on specific operational decisions within terrorist groups, namely choice of tactic. Five groups are considered: nationalist/separatist, left wing, right wing, and environmental groups. This study posits that ideology is a driving force for tactic choice, while resources mitigate these decisions. It also considers the role of time, namely Rapaport's waves of terrorism, and the role of the Internet on group decision making.

RESULTS indicate that group types are distinct in terms of their tactic choices, conveying the importance of introducing ideology as context when examining terrorist group behavior.
