Abstract

In recent years, the importance of safety culture in process safety management is recognized in process industries including petrochemical industry. Many assessment techniques of safety culture were proposed. In Japan, the assessment technique based on 8 axes of safety culture has already been applied to many petrochemical plant sites and it was shown recently that their results correlate well to the safety performance of corresponding sites. When the weaknesses of certain axes were made clear through the results of assessments, it is necessary to examine their root causes and propose countermeasures to overcome the weaknesses. In this process, it is necessary to understand the relations between these axes. In the process industry, the function of top management, plant management and operation are equally important to support good safety culture. Based on the assessment data, the authors used covariance structure analysis to propose a causal model with 8 axes as observable variables and 3 layers of management as constructs. By using the causal model, construct scores can be calculated to show the status of certain site in comparison with the other sites and the proposal of countermeasures to strengthen safety culture is facilitated.
